VISA Information and Requirements
Important notice for VISA application
Whether you are an individual traveller or join an official international delegation, we strongly encourage you to begin the visa application process immediately.
It is recommended that the visa application process be initiated well in advance of the planned travel date. International attendees requiring a visa to travel to Russia should contact the Russian Embassy or Consulate nearest them.
This Russian Visa Application is on one page of white paper measuring 8 1/2 by 11 (letter size) which must be photocopied on a single sheet. It should not be enlarged or reduced.

GENERAL INFORMATION ON VISAS TO THE RUSSIAN FEDERATION
Do not visit Russia without first obtaining a visa. An exit visa is included with the entry visa. If you are applying for the Entry visa only, you must also submit HIV Test (AIDS) Certificate.
HOW TO APPLY
Applications may be submitted in person, by an agent or by mail. Application form may be completed by the applicant or by a person acting on his/her behalf though it must be checked and signed by the applicant in person and be readable for computer.
Failure to meet this requirement may result in refusal of the application.
Shenguen countries, Estonian and Israeli passport holders should enclose their insurance certificate valid in Russia for all period of the trip.
French passport holders should also enclose copies of their bank statement for the last three months, travel insurance valid in Russia and a copy of their return tickets.
German passport holders should apply for a visa to Russian Consulate in Germany (Exception for German passport holders with residence in the UK confirmed by a letter from German Embassy or by special inscription in their passports).
If you are going to Tajikistan your invitation should be confirmed by the Ministry of Foreign Affairs of the country.
Your application can be considered only if you have submitted all necessary documents and can provide evidence to substantiate information given in the application form. The granting of entry clearance is at the discretion of the Russian Consulate. Visa fees are paid for consideration of your documents. They do not guarantee issue of visa and are not refundable.
Entry to Russia may be refused and airlines may not carry passengers holding passports with less than six months validity. At the border visitors are expected to fill up an emigration card to keep it during the trip and return it at the border point when leaving the country. Visitors should register their visas within three working days of arrival in Russia with the local branch of the Ministry of Interior. Most major hotels will do this automatically. Visitors need not register the visas if the visit is for only two to three days.
The Consulate reserves the right to invite the applicants for an interview and ask questions on personal, financial, business or corporate related issues as well as on their Russian contacts and partners.
BUSINESS VISA (ORDINARY AND MULTIENTRY)
Everybody wishing to enter Russia for business or commercial purposes or to attend a conference, exhibition etc., or as a journalist, or to work or study in the Russian Federation is required a Business Visa.
To be granted with business visa the following documents should be submitted to the Consulate:
1. A completed visa application form obtainable (free of charge) from the Consulate or from any travel agency.
2. A valid original 10-year passport with at least one blank page.
3. One recent passport size photo stapled twice to the upper-right corner of the application form.
4. An invitation from the Russian Foreign Ministry or its regional representatives or from special local offices of the Ministry of Interior. The invitation must contain: official seal and legal address of the host institution, document registration number, date of registration, signature and name of the official authorized to invite foreigners to Russia , travel itinerary, dates of stay, names of persons invited. The Embassy reserves the right to request the original invitation.
5. An introductory letter from your British company (or from yourself if you are self-employed) giving full details of the traveller, destinations, terms and purpose of the visit. It must be indicated in the letter who is financially responsible for your stay in Russia . Self-employed persons should produce copies of their bank statement for the last three months.
APPLICANTS FOR MULTI-ENTRY VISA MUST SUBMIT ORIGINAL INVITATION.
TRANSIT VISA
If you are going to transit via Russia to any other country you will need a Transit Visa. However, Transit Visa is not required if you remain in the transit zone of the airport in order to catch an onward or connecting flight within 24 hours of arrival. Transit visas are normally valid for maximum of 3 days.
In order to process your Transit visa application the Russian Consulate in London will require:
1. A completed visa application form obtainable (free of charge) from the Consulate or from any travel agency.)
2. A valid original 10-year passport with at least one blank page.
3. One recent passport size photo stapled twice to the upper-right corner of the application form.
4. The original and a copy of your confirmed air ticket to and from Russia .
5. A valid visa for the country you're wishing to enter after crossing Russian territory.
POSTAL APPLICATIONS
Before making an application by mail you should first consider the following points:
1. We do not issue urgent visas by mail.
2. Application must be made on the relevant application form.
3. Application must be accompanied by the applicant's passport, the relevant supporting documentation and correct fee in £ (English pounds) (please don't send cash by mail - only postal orders payable to "Russian Embassy").If you apply in person and would like to have your passport returned by post then you are to pay cash in £ (English pounds).
4. Postal Visa Applications processing take 8-12 working days and is charged £30 (some non-UK passport holders are to pay additional consular fee). Visa fees are not refundable. Cheques and credit cards are not acceptable.
5. This section is not liable for loss of the applications, documents or cash while en route to the consulate.
6. If it is not possible to resolve the application without interview the applicant may be required to attend in person.
7. If you are going to apply by mail you should enclose a plastic self-addressed and pre-paid Special Delivery envelope. In case of your failure to fullfil this requirement all the responsibility for safe delivery lies entirely on you.
MIGRATION CARDS
On 10 February 2003 the requirements for Migration cards came into force. Every foreign citizen (with the exception of the members of the diplomatic missions and international organisations) will be obliged to fill in special migration cards on coming to Russia .
Migration cards will be given free of charge to foreigners the instant they cross the Russian border. It is required to write in their personal data, terms and purposes of visit and the prospective place of residence. The card must be presented at the time of applying for registration in Russia within three days. Everyone, who has not put a registration mark due to the address, will be considered illegal.
Migration cards are introduced for the purpose of migration control on the territory of the Russian Federation . Foreign citizens should hand these migratory forms back at their departure.
In case of loss of migratory cards foreign citizens should report the loss to regional bodies of domestic affairs domiciliary within 3 days. The reentry of a foreign citizen will be restricted in case if the person did not submit the migration cards during his last stay in the Russian Federation .
Visitors should carry their passports with a registered visa and migration card because random document checks are carried out by local police. Failure to provide proper documentation can lead to detention and heavy fines.
The Consular Section of this Embassy is committed to serving you with courtesy and respect. We ask you to treat our staff with the same courtesy and respect that we are committed to showing you. We shall not deal with visitors who act aggressively or use offensive language.
FREQUENTLY ASKED QUESTIONS
Q1 - How long does it take to get a visa?
It is impossible to give a firm answer. Each case is treated on its merits. Most applications are assessed initially within 24 hours of receipt. Due to the great number of variable factors it may take anything from a few minutes to several weeks to reach a decision whether to authorise the issue of a visa. Settlement and other long-term applications have to be referred to Moscow before issue can be authorised. This process normally takes around 4 weeks. Once a visa has been authorised, it is usually ready for collection according to above-mentioned schedule.
Q2 - Can I get my money back if I withdraw my application?
No. Visa fees are paid for consideration of the application and are not refundable.
Q3 - Do I need to submit original documents in support of my application?
Original documents are preferable. We are willing to consider photocopied or faxed documents, but we reserve the right to request originals if the need arises. The invitation should be presented at the time the application is made. Do not send invitation and sponsorship letters to the Visa Section before an application has been submitted. Without the file reference which is allocated when we receive an application we cannot ensure that correspondence is attached to the appropriate file.
Q4 - Can I pay in any other currency or by cheque or by credit card?
No. Regrettably, only payment in cash, in UK currency, can be accepted.
IMPORTANT NOTE. Visa applications cannot be accepted if the passport-holder is not present in the country where the application is to be made.
Individual applications made in person or by a courier or other representative are normally considered on the day they are received in the Visa Section.
DATES OF PUBLIC HOLIDAYS The Visa Section is normally open to the public Monday to Friday excluding public holidays. Visa Section will be closed for public holidays on: 1, 2 January - New Year's Holiday, 7 January - Russian Orthodox Christmas, 23 February - Army Day, 8 March - Women's Day, 1,2 May - Labour Day, 9 May - Victory Day, 12 June - Declaration of Sovereignty Day, 7 November - Reconciliation Day, 12 December - Constitution Day.
It may occasionally be necessary to close the section for operational reasons in addition to the dates listed above. It may occasionally be necessary to restrict the number of applications received on any one day. In this eventuality Reception may close earlier than the scheduled time.

HEALTH
A Reciprocal Health Care Agreement is in operation between the UK and Russia . This entitles UK citizens to free treatment in a Russian hospital. However, it is advisable that travellers take out full insurance cover for medical treatment and accidents.
Private medical treatment can be expensive.
MONEY
You may import into the country up to $10000 (or equivalent) without declaring it. You may export from the country up to $3000 without declaring it. If you export from the country a sum of money over $3000 and up to $10000 it must be declared on departure.
If you import into the country a sum of money over $10000 or certain categories of goods such as more costly electrical items, jewellery/antiques and valuable musical instruments you must complete a customs declaration form (available at all ports of entry) on arrival.
If you are exporting from the country a sum of over $10000 you must provide documentary proof that you either imported it into the country or have legally obtained it whilst in the country. If you wish to import certain sophisticated electronic items (e.g. Global Positioning System instruments), you must get an operating licence from the Russian authorities before you travel. If you are unsure whether you should declare an item or need an operating license you should check with the Russian Embassy before your departure.
If you complete a declaration form you must ensure that it is stamped by a Customs official at your port of entry or it will not be valid. If you fail to complete a declaration form on arrival or to get it validated by Customs officials your foreign currency and non-declared items may be confiscated when you leave Russia and you may be fined.
VISA REGISTRATION
A visa must be registered within 3 working days of arrival in Russia . However if the visit is only two to three days it is not necessary to register the visa. The individual should ask his/her sponsor (the company indicated on the visa) to issue a supporting letter. This letter, passport and visa should be submitted to the Russian authorities (main OVIR office).
In the case of a private invitation the person who issued the invitation should submit the documents to the visa registration office (OVIR) where the initial visa request was made. A separate letter is not required in the case of a private visit.
If the visitor does not have any information on the company indicated on his/her visa he/she should contact the Moscow Registration Chamber (Tel: 2022963) to obtain the address and telephone number of the company. If the company is not registered with the Moscow Registration Chamber he/she will be issued with a note explaining this. The visa will then need to be registered in person at the central OVIR office (42, Pokrovka Street , Tel: 2073032).The police may fine an individual if his visa is not registered.
WORK PERMITS FOR FOREIGNERS
Russian companies that wish to employ foreign labour in Russia must apply for a general permit to do so. General permits are issued by regional divisions of the Ministry of Ethnic and Migration Policy and are issued for one year, which may be extended on request. For each individual foreign national, a Russian company requires a "confirmation" of the right to work which is, in effect, a personal work permit. Certain categories of employee are not covered by these requirements, including employees of foreign embassies, scientists and artists working in institutions established in accordance with international agreements, journalists accredited in Russia , crew members of ships and boats, and students on study internships.
Work permits are issued by regional subdivisions of the Ministry of Ethnic and Migration Policy and the exact terms and conditions may therefore vary from region to region -in Moscow, for example, processing a work permit usually takes between three and four weeks. The documents to be submitted with the work permit include:
Personal accreditation of foreign employees of representative offices
Individuals who are employed by representative offices of foreign companies may apply to the registration body where the representative office is accredited for their own personal accreditation - for example, the State Registration (SRC) will accredit a representative office and will usually allow that representative office to accredit up to five individuals. On application this number may be increased.
Personal accreditation confirms the official status of a representative office's employee and gives that individual the right to work in Russia without needing a separate personal work permit from the Ministry of Ethnic and Migration Policy. Family members of employees may also be granted personal accreditation. The validity of personal accreditation is linked to the term of accreditation of the representative office and thus personal accreditation may be extended only after the accreditation of the representative office of a foreign company is extended.
Registration with the Ministry of the Interior
Foreign employees of Russian companies and representative offices in Russia must register with the Department for Visas and Registrations of the Ministry of Interior (UVIR). Foreign nationals visiting Russia must register their passports and visa with the UVIR within three days of arriving in Russia . If the foreigner is staying in a hotel, the hotel will usually organize registration with UVIR. If the foreigner is not staying in a hotel, registration with UVIR is nevertheless still required. UVIR places a stamp on the foreign visitor's visa to confirm registration and without this stamp some difficulties may be encountered with the militia and other authorities. Contact Information:

Every foreign citizen (except citizens of the CIS states*) needs a visa to go to Russia . *Citizens of Turkmenistan going to Russia are advised to contact the Consulate in advance. Because of the recent decision of Turkmenistan to abrogate the Agreement on Visa-free Travel for the Citizens of CIS States, certain categories of the citizens of Turkmenistan will have to obtain Russian visa first. (!) Applicants who used to be citizens of the USSR or Russia and then emigrated from the USSR or from Russia MUST submit one of the documents which confirms that they are no longer citizens of Russia (so called "Visa to Israel" or stamp in their passport saying that they left for "permanent residence abroad" before the 6th of February, 1992 or official document certifying that their Russian citizenship was abrogated). Children apply for separate visas if they travel on their own passports. Non-travelling parents must confirm in an affidavit their consent for their children's travel. If the child's surname differs from that of his (her) parents, a copy of the child's birth certificate must be enclosed. Entry-Exit Visa is valid for one visit to Russia with the specified dates of arrival and departure. Double-entry Visa is issued for two entries (all arrival and departure dates must be indicated). Multiple Re-entry Visa is issued only upon authorisation by the Russian Ministry of Foreign Affairs. A Transit Visa permits to travel through the Russian territory without stay (in accordance to your tickets, issued for upto 72 hours, if you travel by air, or for upto 10 days, if using other means of transportation) All invitations issued by representations of foreign companies or other foreign institutions in Russia or by Foreign Diplomatic and Consular Corps in Russia must be processed through the Ministry of Foreign Affairs of the Russian Federation, which issues a letter of invitation or sends a visa support cable directly to the Consulate. The Consulate does not issue visas to any other CIS countries except Tadjikistan. Invitations for those who travel to Tadjikistan must be confirmed by the Tadjikistan Ministry of Foreign Affairs. Travellers (excluding applicants for a multiple visa) planning to stay in Russia for a period of more than 90 days must attach a copy of an HIV test certificate to their application papers. No medical insurance is officially required, unless you stay in Russia for 6 months or more. Prior to your visit, consult your medical insuranse issuer for details. On the basis of reciprocity mandatory medical insurance is required , starting June 1, 1999 , for the citizens of Estonia ; starting July 1, 1999 , for the citizens of Israel and Finland , as well as for the citizens of Schengen Agreement Member States ( Austria , Belgium , France , Germany , Greece , Italy , Luxembourg , Netherlands , Portugal , Spain ).

Easy Steps to Follow When Applying for Your Visa
Find out if you need a VISA to enter Russian Federation.
If you need a VISA, get complete information at the Russian Embassy or Consulate nearest you. Request an Official Letter of Invitation: International visitors or exhibitors requiring an official letter of invitation from official travel agent CTMS can get more information at www.ctmslondon.co.uk
Please submit one request to CTMS Travel for each person that would like to receive an official invitation and please note that each letter will be prepared only once. In case of errors in the communication of your personal data (passport number, spelling of names etc.), we regret but we cannot fulfilled any further request for a new Official Letter of Invitation.
Get all your documentation ready (a valid passport, appropriate application forms to be obtained from your local Embassy or Consulate detailing employment status, reason for travel and financial status, documents to support the application, proof of payment of visa fees, additional documents that your local Embassy or Consulate may require).

General information to assist you to get visa to Russia
I. TOURIST VISA (in case of booking the hotel) To issue visa support (confirmation & voucher) we need to have: - copy of your passport or - your personal data (as in the passport) Name Surname Date of birth Nationality Passport number Expiry date of the passport NOTE: Russian visa can be issued till the date not less than 6 month prior to the expiry date of your passport. To get Russian visa after getting our support letter & voucher you need to apply for visa in the Consulate department of the Ministry of Foreign Affairs of the Russian Federation .
There you will be informed about other documents necessary for getting visa. If the Consulate Department needs the original of visa support papers we'll send it to you by express-post for extra payment. On arriving in Russia don't forget to fill in an immigration card at the passport control. Preserve it till the end of your travel. It will be necessary for getting registration in a hotel & at the passport control on the way back. In case of its loss you will have to pay extra money to be allowed to leave Russia . II. BUSINESS VISA To issue INVITATION letter for getting visa we need to have: Copy of your passport Full information about your place of work: name of the company, address, phone/fax numbers Your position Place of birth (country, city) Place of living (country, city) Place of applying for visa (country, city) Duration of visa 120 Euro NOTE: Russian visa can be issued till the date not less than half a year prior to the expiry date of your passport. To get Russian visa after getting our support letter & voucher you need to apply for visa in the Consulate department of the Ministry of Foreign Affairs of the Russian Federation . There you will be informed about other documents necessary for getting visa. The original Invitation will be send to you by express-post for extra payment. On arriving in Russia don't forget to fill in an immigration card at the passport control. Preserve it till the end of your travel. Registration is made for the whole duration of your visa in Russia . This procedure takes 7-10 days & needs the following documents: Passport 2 Photos (black & white) Immigration Card 80 Euro In case of short trips (not more than 7 days) the registration will be made by the hotel - the stamp in the immigration card. In case of its loss you will have to pay extra money to be allowed to leave Russia .
